The incumbent will develop and manage a centralized import compliance framework, including both commercial compliance and cargo security. Incumbent will support the General Counsel in export compliance issues. The Department Head will interact substantially with Mori Seiki employees and business partners, both in the U.S. and abroad. Domestic and international travel may be required.
Functions:
- Assign HTS classifications to all items being imported.
- Manage and monitors functions related to Customs Policies and Procedures, potentially including Foreign Trade Zone and Customs Bonded Warehouse operations. Maintain Standard Operating Procedures for customs broker to follow.
- Responsible for coordinating C-TPAT and ISA applications in conjunction with General Counsel, if the company elects to join these programs.
- Interface and communicate with MSUSA and foreign suppliers across functional teams, including Senior Management, Purchasing, Receiving, Sales and Accounting, and other business partners (e.g., freight forwarders, customs brokers) to ensure the successful execution of planned and modified compliance strategies, including process improvements.
- Analyze Customs Regulations and determine requirements to develop compliant sales and operational strategies.
- Audit import and export filings. Resolve discrepancies and request appropriate corrections. Reconcile or protest as appropriate; verify valuation methodology, including additions and subtractions to value (e.g., assists, royalties). Review of trade data such as HTSUS, HTS, ECCN, Country of Origin, import/export documentation requirements and valuation of products.
- Monitor and resolve sanctioned party screening, if applicable. Respond to external ECCN and HTS requests.
- Prepare historical data with respect to import/export disclosures.
- Manage the Import Compliance training program for MSM. Create and update training materials. Timely disseminate information regarding trade regulations to key departments to ensure company compliance.
- Participate on the MSUSA Trade Compliance Committee if requested. Participate in relevant outside trade compliance groups and councils.
- Write site SOP’s and Master Compliance Manual.
Education and/or Work Experience:
- Must be able to work independently with minimal guidance on a daily basis while creating a robust Trade Compliance program
- A Bachelor’s degree and a minimum of five (5) years of experience are required. And 10 years of progressively responsible experience is preferred.
- Demonstrated knowledge and abilities in the following areas is preferred: ISA Program, Importer Security Filing Rules and Regulations, CTPAT, Foreign Trade Zones, Customs Bonded Warehouse, Antidumping, and Drawback.
- In-depth working knowledge of U.S. Customs regulations, including classification and valuation, is a must. Ability to understand technical product features and functionalities and determine related import requirements.
